Acting Chief Constable Jim Colwell of Devon and Cornwall Police has been suspended over alleged breaches of professional standards, pending an investigation by the Independent Office for Police Conduct (IOPC).
Police and Crime Commissioner (PCC) Alison Hernandez confirmed the suspension, explaining it was a “neutral act” to allow for an independent and thorough investigation.
She acknowledged potential concerns within the force and the community, emphasizing that addressing leadership issues was her top priority.
The IOPC stated that Mr. Colwell had been served with a gross misconduct notice regarding the use of his work mobile phone to exchange personal messages.
The investigation follows a referral from the Devon and Cornwall PCC earlier this week.
PCC Hernandez informed Mr. Colwell that he has seven days to respond to the suspension.
Meanwhile, interim leadership arrangements will be established to ensure continuity within the force.
Nick Jones, Chair of Devon and Cornwall Police Federation, described the news as “devastating,” adding that officers are striving to meet growing public demands amid heightened scrutiny following critical HMICFRS reviews.
The suspension of Mr. Colwell is unrelated to the ongoing suspension of Chief Constable Will Kerr, who has been under investigation since July 2023 over separate allegations of sexual misconduct.
Local MPs expressed frustration over the leadership turmoil. Torbay MP Steve Darling called the situation “bizarre,” likening it to a “merry-go-round of chief constables.”
Exeter MP Steve Race voiced severe concerns about the force’s leadership, urging for clarity on plans to maintain effective policing across Devon and Cornwall.
“The people of Devon and Cornwall deserve answers,” Mr. Race stated, highlighting the need for stability and accountability at the highest levels of the force.
